Constitution

Article 1 - Name

This association shall be known as the GLOUCESTER CENTRE MINOR HOCKEY ASSOCIATION, hereinafter referred to as the GCMHA.

The GCMHA shall have jurisdiction to govern and administer minor hockey within the area specified in Article 4.

Article 2 - Aims and Objectives

To organize, supervise and finance through registration fees, sponsors, grants, etc., minor hockey for boys and girls and young men and women.

To teach the basic fundamentals of hockey, to help boys and girls, young men and women, develop their personal skills, to instill in them an attitude of sportsmanship and above all, to give them opportunities to have fun as they learn and as they play the game through organized programs, activities and competition.

To ensure that the parents, team officials and players are made fully aware that hockey is to be considered only as a part of the individuals' role in recreation.

To provide the opportunity for boys and girls, young men and women to participate in house league or competitive/representative hockey with other leagues, associations, etc.

To give and ensure fair ice time for all participating players regardless of their individual skills and abilities.

Article 3 - Membership

The membership in the GCMHA shall consist of the registered players, their parents or guardians and any volunteers serving minor hockey in the GCMHA.

Any member not adhering to the GCMHA Constitution, By-Laws and the Rules, Duties and Regulations, shall cease to be a member upon a majority vote of the GCMHA Executive.

Article 4 - GCMHA Boundaries

The area enclosed by starting at Green Creek and the Ottawa River, south along Green Creek to Innes Road at Anderson Road, south along Anderson Road to the Canadian Pacific Railway Line, west along the CP Railway Line to its intersection with the "Former" City of Gloucester western boundary line, follow the western boundary of the "Former" City of Gloucester, north to the Ottawa River, east along the Ottawa River to Green Creek.

Article 5 - Affiliation

The GCMHA is affiliated with the Gloucester Hockey Association (GHA).

The GCMHA, by virtue of its affiliation with the GHA, is a member of the Ottawa and District Minor Hockey Association (ODMHA) and the Canadian Amateur Hockey Association (CHA), the governing body of amateur hockey in Canada.

Article 6 - GCMHA Officers

a) The business and affairs of the GCMHA shall be conducted by the elected officers (hereinafter referred to as the GCMHA Executive) who shall act in accordance with this Constitution and such By-Laws and Rules, Duties and Regulations as may from time to time be enacted by the GCMHA.

b) The GCMHA Executive shall consist of:

c) The GCMHA Executive shall be nominated and elected at the Annual Meeting. The method of voting shall be done by secret ballot, each on the basis of one vote per registered family and any executive currently serving on the GCMHA. Should one of these elected posts become vacant during the Executive term of office, the Executive may appoint a replacement to fill the vacant position until the next Annual Meeting.

d) A nominee for an Executive position in the GCMHA who resides outside the boundaries of the GCMHA must have his/her nomination approved by a vote of the Executive Committee.

e) In order for a member to stand for the nomination of President, that member must have served on the GCMHA Executive Committee during the previous year.

f) The term of office of the Executive shall commence no later than May 16 and continue until the next Annual Meeting.

g) On the Executive of the GCMHA, the following positions will be up for election every second year:

Article 7 - Fiscal Period

The GCMHA fiscal period shall commence on July 1 and end on June 30 of the next succeeding calendar year.

Article 8 - Meetings

The Annual Meeting of the GCMHA shall be held no later than May 16 of each year. Its purpose shall be to review the activities of the past season, to carry out elections, render financial reports and to consider policies aimed at improving the GCMHA's operations for the next season.

General meetings shall be at the call of the President, or as provided in the By-Laws, or upon receipt of a motion affecting the By-Laws or the operation of the GCMHA through its By-Laws. 
GCMHA Executive meetings shall be at the call of the President or as provided in the By-Laws. In addition:

As a general rule, the GCMHA Executive shall hold regular monthly meetings in each year and such additional meetings as the Executive deems necessary.

If for any reason, a meeting has not been called by the President within two weeks after being requested by two officers, a meeting may be called and chaired by a member of the Executive.

Such meeting, subject to the rule of quorum, shall be legal and constitutional.

Notice of meeting shall be given by the Secretary to all members at least seven days prior to such meetings.

Emergency meetings of the GCMHA may be called without the usual seven days notice provided that a quorum of the officers agree to such a meeting.

The quorum for Executive meetings shall be 50 percent plus one (a simple majority in the case of an odd number of office holders) of the total number of Executive Committee members minus up to 4 members who officially advise the Secretary and/or President by e-mail 48 hours prior to the meeting that they are unable to attend. This quorum includes the chairperson of the meeting.

The agenda for the Annual Meeting shall be prepared by the President and shall include the following business:

Article 9 - Finances

All monies of the GCMHA, bank accounts, expenditure of funds, etc., shall be administered in accordance with the GCMHA By-Laws.

Article 10 - Amendments to the GCMHA Constitution

The Constitution of the GCMHA shall not be amended except at an Annual Meeting. Notice of the proposed amendments shall be given to the Secretary in writing at least thirty days prior to the Annual Meeting.

All proposed amendments to the Constitution shall require a two-thirds majority of those present at the Annual Meeting.

Only members eighteen years of age or older, in attendance at the Annual Meeting will be entitled to a vote.

Article 11 - By-Laws, Rules, Duties and Regulations

The GCMHA Executive may at its Executive meetings, by a simple majority of those present and voting, establish and / or amend By-Laws governing among other things conduct of meetings, voting, elections and duties of the GCMHA.

Executive, playing rules, tournaments, conduct and conditions of appeals and protest, and without being limited by the foregoing, By-Laws concerning such matters as properly fall within the jurisdiction of the GCMHA.

The GCMHA Executive may at its Executive meetings, by a majority of those present, establish, amend, revise or repeal Rules, Duties and Regulations governing the structure and operating conditions of teams and training programs, special playing rules, residence rules, registration procedures, budget activities as established by the jurisdiction of the GCMHA Executive.
